Joint military exercises had been publicly curtailed in recent years, first in 2018 as efforts to gain diplomatic cooperation with North Korea and later due to the COVID-19 pandemic.

South Korean President Yoon Suk-yeol, who took office in May, has sought to increase the publicity of related military power, including drills, to counter North Korea's record number of missile tests this year.

North Korea also appears to be preparing for a nuclear test for the first time since 2017.

Six F-35As will be in South Korea for 10 days, South Korea's defense ministry said in a statement.

"The purpose of this deployment is to demonstrate the strong deterrence posture and common defense posture of the US-Russia alliance, while enhancing the interoperability of ROK and US air forces," the ministry said, referring to South Korea with its initials front from his official name.

The aircraft, which was dispatched from Eielson Air Force Base in Alaska, the United States Forces Korea (USFK) said in a statement.

A USFK spokesman said this was the first public deployment of fifth-generation fighter jets to South Korea since December 2017, but did not elaborate on whether there had been unannounced visits.

A former senior US official previously said that during the diplomatic negotiations, many exercises had actually continued but had not been made public.

South Korea has bought 40 of its own F-35As from the US and plans to buy 20 more. A South Korean Air Force F-35A is one of the aircraft participating in the joint exercise, the USFK said.

North Korea has condemned the joint exercises as well as South Korea's arms purchases as examples of "hostile politics" that show the hollowness of US offers to negotiate without preconditions. The Defense Department's $773 billion budget request this week proposed buying dozens fewer F-35s than expected, a reduction that military officials said would focus on modernizing the fighter fleet.

That announcement coincided with Canada's announcement that it will buy 88 F-35s to replace its aging fighters, making Ottawa the third US ally or partner to sign on to buy the Joint -strike fighter in recent weeks.

The budget presented on Monday proposes to buy 61 F-35s - 33 F-35As for the Air Force and 28 F-35Cs and F-35Bs for the Navy and Marines - in the 2023 financial year starting October 1.

Those totals are less than the 85 jets approved by Congress in the 2022 budget and the 94 the Pentagon was expected to request for 2023.

The Navy's F-35 request "went down" from previous budget projections, "and it simply reflects the balance of this budget request when you look at our portfolios in shipbuilding and increased [research and development] while focusing on capabilities ,” he said. Former Adm. John Gumbleton, Assistant Secretary of the Navy for the Budget.

In a separate news conference, Air Force Under Secretary Gina Ortiz Jones said the 33 more F-35s would "augment" the fleet and pointed to other investments, such as advanced engine funding, that would benefit the F- 35.

"But the focus is on modernization and making sure we have Block 4 as soon as we need it," said Ortiz Jones.

Block 4 is the latest F-35 standard and includes updates to the jet's software and other systems. The Air Force has been upgrading its aircraft to Block 4 since 2018 and has faced delays and cost overruns.

"When we look at the F-35, what do we need? Primarily it's a Block 4 capability," said Navy Vice Adm. Ron Boxall, director of force structure, resources and assessment for the Joint Chiefs of Staff of the Army, in separate session. briefing.

"The F-35 has been delayed, and the delay has also delayed the capability that we want," Boxall said.

Boxall said the Pentagon had "taken the opportunity" to shape its broader "air attack portfolio", including buying more F-15EXs, a non-stealth jet better suited to some lower-cost missions than the F-35.

In his latest annual report, the Pentagon's Director of Operational Test and Evaluation said the F-35 program in 2021 "continues to operate the immature, flawed and undertested Block 4 mission system software."

A more detailed version of the report, which was not released but was obtained by the Project on Government Oversight, said the update process, of which the Block 4 updates are a part, "often caused stability issues and/or affected n detrimental to other operations."

An unpublished version of the report described a number of other problems, including low mileage and a constant shortage of spare parts, including engines. Years of delays in state-of-the-art simulated testing have also stalled an official decision on full-scale production of the jet.

Air Force Secretary Frank Kendall served in the Pentagon's procurement office from 2010 to 2016, when design problems led Kendall to limit F-35 production for two years to pressure Lockheed Martin and avoid buying jets that needed modernization.

A person familiar with the Air Force's decision on the 2023 request told Bloomberg that the drop in F-35 orders was intended to slow down purchases of the jet until the Block 4 upgrades can be implemented.

Congress must pass the 2023 budget, which could change the F-35 request, but Air Force officials still say they plan to buy 1,763 F-35s.

"We're 15 years into production, and we'll probably be building F-35s for another 15 years," Kendall told reporters last week.

"We remain committed to the F-35," Ortiz Jones said Monday, adding that "there were no changes to the final purchase."

Canada's announcement on Monday comes two weeks after Germany announced it would buy 35 F-35s and six weeks after Finland completed the purchase of 64 Block 4 F-35s. Nearly a dozen other countries have ordered F-35s, and more than 770 F-35s have been built.

The jet has already seen combat and won its first air-to-air engagements with the Israeli Air Force. US F-35A and F-35B aircraft have also carried out airstrikes. Six US F-35s are currently being deployed to the Baltic and Black Sea amid tensions in Europe.

Despite the F-35's ongoing maintenance and cost problems, pilots have given "glowing feedback," Sen. Jack Reed, chairman of the Senate Armed Services Committee, said this month.

"These aircraft are very capable, but the question we have to ask - and I think the Air Force is asking - are they durable [and] sustainable," he said Reed at the Defense Writers Group event. "Until they answer those questions, I think they won't rush and get significant numbers."

"In the meantime, we have what the pilots say is a great airplane that we have to work through," Reed said. "I think once we get to a point of validation, and especially watching what they're doing in Europe, we can be more confident going forward."
