High Representative and Vice President Blog - November 15 I presented the Strategic Compass to the EU Ministers of Foreign Affairs and Defense. Initial exchanges showed broad support for the basic diagnosis that Europe is at risk and for many proposals to strengthen the EU's role as a security provider. We will continue to work with Member States in the coming months to agree a final path forward. I will continue to pursue the ambitious and realistic approach that our citizens expect.

It was a pivotal moment in my mandate when I presented the Strategic Compass to EU foreign and defense ministers on Monday. Now I invite you to read my personal preface to the Strategic Compass, which focuses on the why, what, how, and wherefore:
We have been working with the Strategic Compass for several months, gathering information and improving the text. I am pleased that the first reactions of the Member States have been positive. Many ministers praised us for highlighting the seriousness of the deterioration of Europe's strategic environment: threats come from everywhere; they concentrate; become more connected; and the coping capacity of individual member states is declining. Ministers agreed on the seriousness and urgency of the situation and that we cannot afford to do 'business as usual'.

Support for the set of concrete policy options set out in the Strategic Compass to respond to the challenges we face has also been welcomed. They cover the full range of policies, with clear timelines for measuring progress. What's Your Strategic Approach?
The next steps depend on the member states: they have privileges and assets. We will work together on the text regarding France's acceptance of the EU presidency in 2022. March. I will continue to pursue an ambitious and results-oriented approach in the coming months. The cost of passivity and inaction is high, and I believe now is the time to take decisive action.
A strategic compass is not a magic wand, but a guide to action that indicates direction. In the end, only the decisions of the member states will determine whether the geopolitical shifts are another neglected wake-up call. Or we opened a new page in European security and defense when we finally decided to take responsibility for security.

We have long known that Europe faces a rapidly deteriorating strategic environment, but we have not always applied this knowledge. Similarly, we have often expressed our desire to make the EU a stronger security and defense actor, but we have not always acted accordingly.
Two years ago, EU leaders appointed me as the High Representative to develop an ambitious and effective plan to strengthen the EU's role in security and defence. The 27 EU foreign and defense ministers adopted the Strategic Compass this week, and EU leaders will ratify it today.
The war against Ukraine further reinforces the need for a fundamental overhaul of EU security and defence. How to do this in practice is the purpose of the Strategic Compass.

We started working with Kompas when we already felt that in the world of power politics, the EU needed to speak the language of power and develop the ability to act collectively. Everything that happened afterwards only strengthened this argument. It is clear that the war against Ukraine has further strengthened the need for a fundamental change in the security and defense of the EU. Today, no one denies that we need powerful capabilities and the will to use them against all the threats we face. How to do this in practice is the aim of the Strategic Compass, a rich document with four main lines of work:
The compass includes a specific plan for the EU's Rapid Deployment Capability, allowing for the rapid deployment of up to 5,000 troops for different types of crises in different scenarios. We will also increase the readiness of our forces, strengthen command and control measures, and promote faster and more flexible decision-making through regular live exercises (never before at the EU level). We will expand our capabilities to combat cyber threats, disinformation and external interference. We will also increase investment in essential strategic enablers and next-generation talent. All this will allow the EU to become a more capable provider of security for its citizens, as well as a stronger global partner working with the UN, NATO and others for international peace and security.
More than the documents we usually prepare in Brussels, the Strategic Compass sets out concrete actions with clear deadlines to measure progress. It is a document that belongs to the member states, and when they sign it, they undertake to implement it.
I understand that words are often easy and cheap, but actually providing security and defense is difficult and expensive. The real measure of success will be whether the Strategic Compass achieves tangible results. That is why we need to move immediately to the implementation phase, in cooperation with the Member States, the European Commission, the European Defense Agency (EDA) and others.

I will be relentless in pushing everyone to conclusions. Now, if there are obstacles or hesitations in implementing what everyone has agreed upon, I will not hesitate to point them out.
In terms of implementation, let me mention a few steps: we will now start creating scripts that will drive the development of rapid deployment capabilities; We will start preparing for live exercises at the EU level.
